Most services offered through this platform—including guides on casework, council procedures, data protection, wellbeing, and councillor development—are not classed as reportable election spending under Electoral Commission rules. These are intended as non-partisan, general-use support tools.

However, in some circumstances, services may be classed as election expenses:

You may need to declare use of this platform as a candidate or party election expense if:

  • You use Councillor.pro resources during a regulated election period in support of your own campaign;

  • You purchase or receive tailored campaign strategy, design, or messaging advice that promotes your electoral success;

  • You use this service to develop campaign materials or assets for public use;

  • You receive bespoke 1-to-1 support, guidance, or templates intended to enhance your electoral chances.

✅ Not usually classed as election expenses:

  • Use of the platform to support non-electoral activity such as casework, council motions, internal group leadership, compliance, public speaking, or officer engagement;

  • Subscription to general training resources not tailored to electoral outcomes;

  • Peer support communities and development tools available to councillors regardless of political affiliation or electoral status.
